(a) Education and Training: The Union had implemented the education Programme for office-bearers and members of the primary Co-operative Societies since 1957 till 2012-13 smoothly. But since 2013-14 onwards the Govt. of Assam declined to implement the same through Assam State Cooperative Union, then the District Cooperative Unions managed to keep the pace of the training programmes with the help of their member cooperative societies as per calendar prepared by the Assam State Cooperative Union and official posted in the 19 district of the state. The functions of the Union is the overall co-ordinating, guiding and supervisory agency in respect of Education and Training Programmes which is administered through the District Co- operative Unions. The syllabus prepared by National Co-operative Union of India, with modification to suit local needs is followed. The District Cooperative Unions/ D.C.E.D.0.s organize following classes of different duration in central places (Arrange Venue) fixed in consultation with the Asstt. Registrar of Coop. Societies/ Dy. Register of cooperative societies, and participating societies to facilitate the participants to attend without difficulty.
i) 5-day classes for Board of Directors, Secretaries and Managers of the primary Co op. Societies.
ii) 3-day Leadership Development Programme (L.D.P.) for B.O.D. and members of the Primary cooperative societies
iii) 1 days Motivational/Awareness Programmes for members and potential members. The D.C.E.D.0. s/ Dist. Cooperative Unions also organize courses for youth & students, study circles and group discussions among the office-bearers and members of primary Co op. Societies as promotional measures.
In addition of the above Assam State Cooperative Union has been sending trainees to National Cooperative Union of India (National Center for cooperative education) New Delhi and Vaikunth Mehta National Institute of Cooperative Management (VAMNICOM) Pune for various programmes. ( Detail in Annexure I for last year) More over, Assam State Cooperative Union has been conducting leadership development programme and holding National, State and District level seminars with the help of National Cooperative Union of India, New Delhi. year) ( Detail in Annexure II for last 4 The Assam State Cooperative Union depute resource persons to the training programmes organized by different organizations within the state for cooperative personnel. (b)PUBLICITY & PROPAGANDA: The Union has a section for publicity and propaganda works on Co-operative Movement and although responsible for bringing out leaflets. pamphlets, brochures, bulletins and posters and its mouth piece "Sahayatri". Now the Union is publishing only its mouth piece in Assamese of an on. The Union also maintains a small library to render help to the co-operators and students of different levels. It also provides guidance to the Research scholars on subjects relating to Economics and Co-operation. For furtherance of publicity and propaganda the Union organizes meetings throughout the state with the help of District Co-operative Unions or directly by the Assam State Cooperative Union, during the AIl India Cooperative Week celebrations.
(c)SEMINARS & CONFERENCES: The Seminars and conferences organize by the Union at the State level discusses problems of the movement in the state and submit recommendation to the authorities concerned for necessary action. The District Ca-operative Unions also organize such seminars and conferences at District level for ventilating the problems locally faced by the Societies. These are organized in close collaboration of National Cooperative Union of India, co-operative department and other allied departments like Institute of Cooperative Management (ICM) Guwahati.
(d)RELATIONS WITH 0THERS: The Union maintains close relationship with the Developmental Departments, Co operative Department and keep a fraternal relationship with all the organizations and institutions who have common ideals and are interested in the co-operative activities. The Representatives of the Union attend conferences, seminars and symposia organized by official and non official organizations in and outside the state. The union receives distinguished visitors from other parts of the country who grace the Union office at Guwahati.
